Donna Niesen is a multistate tax advisory partner with KSM Location Advisors. In this role, she works closely with companies during the site selection and competitive bid process, assisting with state and local tax comparative analysis and review of credit applicability in complex business structures. Donna also provides guidance in the compliance phase of economic development programs.
She provides a wide variety of tax consulting services in the areas of multistate sales and income taxes, business incentives, controversy services, and other state taxes. Her assistance on these projects includes negotiating settlements with taxing jurisdictions, coordinating multistate tax research, and assisting with complex multistate tax compliance.
Donna came to KSM Location Advisors with eight years of Big Four tax and accounting experience, focusing on multistate income and sales tax consulting. Additionally, Donna leads Katz, Sapper & Miller’s multistate tax practice. Her experience with state and local taxes in all 50 states enables her to effectively serve KSM’s multistate clients in all domestic jurisdictions. Donna has significant experience assisting clients in the areas of manufacturing and distribution, financial services, life sciences, computer software and consulting firms, retail, healthcare, transportation and logistics, and other industries.
Donna received a Bachelor of Science degree in accounting from Marian College.
Donna is a member of the American Institute of CPAs and the Indiana CPA Society, where we serves on the Tax Resource Advisory Council. Additionally, Donna serves on the Indiana Manufacturers Association’s Tax Committee, the Indiana Chamber of Commerce Tax Policy Committee, and the Advisory Council to the Commissioner of the Indiana Department of Revenue. She was a finalist for Junior Achievement of Central Indiana’s Best and Brightest Award in 2008 and 2009. Donna was named by the Indiana Chamber of Commerce as a 2019 Samuel C. Schlosser Volunteer of the Year in recognition of the time and expertise she has given to the Chamber for the benefit of all Hoosier businesses.
